My Lord,
On

Victoria, Hongkong.
2th November, 1844.
my return from inspecting
the new Ports of Trade, I found that
Major Caine, our
Chief Magistrate had
brought before the Council the fact of the existing non-efficiency of the Police force at Pretoria, in consequence of the
in
sickness of the English portion of it. It was accordingly resolved that it would be advisable to establish a corps of Hindostanee and Malay policemen, whose duty it would be to patrol the streets during the night, from night in the evening until day-light.
